Current Proposal - Planning Application HGY-2010-0500,51,52

What is proposed in planning application HGY-2010-0500

Refurbishment and conversion of the Town Hall Building.

Alterations, extension and change of use from B1 (Business) and Sui Generis to a mixed use scheme incorporating:

  • D1 (Non-residential Institutions)
  • A3 & A4 uses (Restaurants, Cafés and drinking establishment)
  • D2 (Assembly and Leisure)
  • and retaining existing B1 and Sui Generis (Theatre and performance venue) use.
  • Alterations, extensions and change of use of Link Block and East Wing from B1 (office) to C3 Dwelling houses.
  • Extension, alteration, refurbishment and change of use of the Broadway Annexe East Part from B1 office to A1 retail and B1 Office.. (west part to be C3 residential)
  • Residential development comprising 123 No. units in total (35 x 1 bed flats, 61 x 2 bed flats, 20 x 3 bed flats, 3 x 4 bed flats and 4 x 4 bed houses)
  • and associated car parking including at basement level, including residential accommodation in the existing Town Hall (East Wing and Link Building), the Broadway Annexe (West Part) and Mews.
  • Erection of sub-stations.
  • Alterations and landscape improvements including to the Town Hall Square, and use of the square for both Public Events and Markets/Small Festival uses.
  • Listed Building: Alterations, extension and refurbishment of Hornsey Town Hall and Square, Broadway Annexe and demolition of existing Clinic Building and Hornsey
    Library loading bay.

In other words

This planning application encapsulates the redevelopment of a large site in the Town centre of Crouch End. This includes; the Hornsey Town Hall and adjacent buildings (the Annexe), the Piazza, the Mews (at the back of Weston park), the library grounds and the land surrounding the library and Town Hall.

This planning application is not just about the regeneration of the Town Hall - converting it into an art and business centre. It is proposing to turn half of the existing Town Hall and the Annexe buildings into flats, attaching a new block of flats to the rear end of the Town Hall building (Block B) and adding another new block of flats (Block A) stretching the length of the entire site - starting in the gap on the right side of the library on Haringey park. It is 5 story block of flats, towering 3 stories above the height of exiting houses right next to it. And lastly another 4 houses in the Mews (at the back of Weston park).

All together the development of this site will add a significant amount of high density housing (123 flats) of which only 4 will be affordable housing to an area, which even by Haringey own standard, is classed as poorly served by public transport. This planning application presents a huge challenge all around and there is lot to consider. The impact of such a development is not only going to effect those who live and work directly next to it, but will have an impact on all the surrounding communities, who use Crouch End as a town centre now and for years to come.

There are few reasons why we included it here too. Haringey has come a long way in providing a planning portal, which helps make the planning process more transparent and in the public domain, however there is still room for improvement, making all the available information easily accessible.

When visiting the planning application page on Haringey website, one is confronted with a list of 200 separate documents, listed in a coded way, coherent only to those who compiled it...  It is a list of file names, that do not correspond to the actual file names when downloaded and both sets of file names do not describe the documents’ content or titles.

For convenience, here is an index of all the available documents. The list includse the titles of each document and the number (like 252533) is the actual file name as is on Haringey site. So one can see in a glance what they wish to download and still retain a ref to the file names as it was originally assigned by Haringey Planning department.
